Vision
Prospects of the Academy
According to Article 16 of The University Law and Article 13 of the Academy's Organization Regulations, an "Academic Development Committee of the ROC Naval Academy" and an "Academic Development Task Force" should be established first for the Academy's development. Work will be done according to the timetable. An overall development goal will be set after our due consideration. The development plans for all school units will be completed according to our short-term, medium-term and long-term strategies. Furthermore, a regular assessment will be conducted in order to make a necessary and timely adjustment.
A. Educational Goal:
The Academy's educational goal is to integrate philosophy and science into military education. By receiving instruction and discipline, cadets are educated to be modern navy officers with technological knowledge, logical thinking, endless creativity and leadership capability. which will benefit them no matter what difficulty they face at work.

B. Developmental Goal
The Academy's development plan is to seek excellence in higher military education, so establishing new courses such as ocean acoustics anti-submarine warfare, electromagnetic detection system, chain of command and vessel dynamic system is the goal we'll make efforts to achieve. Besides, we put much emphasis on cadets' professional knowledge and cultivation of officer's characteristics and skills, academics and ethics are emphasized, so that the Academy's double role and value of a professional academy and a technology powerhouse can be fulfilled.
(I) Medium-term Objectives (within 5 years):
1. Build a "STS modular program and teaching" model. Oriented to the effective learning of cadets, the model should incorporate science, technology, society modular teaching approach to stimulate cadets' interest in learning, and nurture the independent thinking and lifelong learning ability and habit.
2. Improving hardware and software facilities for the development of key programs:
(1)Department of Applied Science: Establish the Navy Applied Science Research Center to provide advice and ideas on teaching concerns in technology and applied chemistry. Support the basic science education of various programs offered by other different departments, the faculty of this research center can play the role of think-tank to the Academy.
(2)Department of Information Management: Develop the chain of command system with "Information Management program" and "Information Engineering program" to equip cadets with basic capability in computer strategics, chain of command, navy tactics, warfare and decision-making analysis.
(3)Department of Marine Science: Develop ocean acoustics and anti-submarine warfare program for understanding ocean acoustic environment and sound wave transmission characteristics and cultivating cadets' professional knowledge in ocean acoustics and anti-submarine.
(4)Department of Electrical Engineering: Develop electromagnetic detection system with "Naval Weapon System program" to offer basic education in naval technology. Integrated program is also offered to establish cadets' theoretical basis in all missile control system (including sub-system).
(5)Department of Marine Mechanical Engineering: Develop vessel dynamic system with "Naval Mechanic and Dynamic System program" to offer basic education in programs related to fleet dynamics and mechanics, so that cadets may learn to operate principle of vessel mechanical equipment and dynamic system.
For building up the program characteristics, courses of other departments and sections are also integrated to boost professional development:
(1)Tactics Section: Establish a professional teaching environment for naval marine warfare and anti-submarine warfare.
(2)Marine Engineering Section: Establish a professional teaching environment for naval engineering dynamics.
(3)Department of Political Science: Establish the naval military and social science research center.
(4)Department of Literature and History: Establish marine military humanistic educational research think-tank.
(5)Department of Foreign Languages: Establish a diversified interactive teaching environment for learning foreign languages.
3. Promote Distant Learning and Computer-assisted Instruction (CAI):
Establish a network teaching database and video-on-demand lecture playback system. Develop "synchronous" and "non-synchronous" teaching capability. Integrate the "distant learning" system to build cooperation environment for local institutions, so that educational resources can be shared and teaching quality enhanced.
4. Establish the "mentor system":
Expand the scope of counseling work to the building of relationship between the teachers, brigade staff and the cadets (among seniors and juniors). By this educational model and counseling system, the concept of "all-round education" is fulfilled, and an "all-round care" counseling system is established.
5. Promote inter-school strategic alliance:
The Academy has established strategic alliance with civilian universities and institutions to be educational partner based on the belief of resources sharing and information exchanges. The Academy's teaching and engineering profession is enhanced by engaging in resources integration and educational cooperation.
6. Acquisition of training vessel:
It is planned to acquire the Academy's exclusive training vessel, in order to meet the needs of the cadets' navigation, engineering and related training. Cadets will have intensive training on the vessel to improve the learning effect, and cadets' interaction with the fleet can be enhanced, so that they will develop a sense of honor and a sense of belonging to the team of a vessel.
7. Improve library function:
Increase book collection of the library and the collection of professional military and marine books. Establish an enquiry and user interface of the database, so that long-distance information service can be provided.
8. Medium-term campus planning:
(1)Plan to build the education and military exhibition hall and gallery of the Academy and the Navy. By a delicate and special design of the exterior wall gallery and the exhibition hall, in combination with overall community construction, the Academy will enjoy a much-enhanced image, which will greatly help cadet recruitment.
(2)Exquisite design of exercise park:
Build a comprehensive and diversified sports and exercise park, to provide training and recreational facilities for the Academy's faculty, and cadets as well as for the Navy. It is planned to include an indoor swimming pool up to international standard, an integrated stadium, an outdoor basketball court, and indoor/outdoor rock climbing facilities, etc.
(3)Plan to build a research building, with individual research rooms for instructors, libraries for various departments and sections, conference rooms and multi-purpose classrooms (conference rooms), etc. to improve the teaching and research environment.
9. Upgrade administrative information system:
Upgrade teaching and administrative service and improve the information operation environment. Enhance teaching and research effectiveness and increase administrative efficiency.
10. Consolidate ethic education and nurture academically and ethically capable cadres:
(1)Draft the "Ethic Education" proposal: Cadets are taught the true meaning of "external discipline" through the process of "inspirational" ethic education, and with the awareness, they will internalize it into the fulfillment of "self discipline." As such, modern naval officers with integrity, excellent morality, both civilian and military skills, and both academic and ethical capability are nurtured.
(2)Plan the "Military Ethics" program: Strengthen cadets' cognitive power and critical thinking on "military ethics" and philosophy, to cultivate their leadership ability and make them outstanding navy leaders with a broad vision and humanistic quality.
11. Establish Naval Science Research Institute:
Referring to the model of Central Police University that establishes a number of research institutes for all kinds of police professions, we intend to establish a Naval Science Research Institute, with ocean acoustics section and information electronic warfare section under it. Then equipment and teachers will be gradually instituted in order to enhance educational capability and quality of the Academy. It is expected to develop a comprehensive and consistent educational system with the characteristics of the Navy, and to train staff and officers with the ability of high-tech command, management and technology.
(II) Long-term Objectives (within 10 years):
The long-term development objective is to become a superb military academy with first-rate military standard, to exert the smart consultation function, accommodating both "marine science academics"
and "naval military profession" in education and training. It adopts a diversified academic system that forms a complete and professional military education network through lifelong learning and continued education that links the school, the fleet and the society.
1. Long-term campus planning:
Continue the educational investment in the software and hardware infrastructure of various departments and sections according to their respective key program development, and hence the overall infrastructure of the entire campus. Improve military and academic teaching and research facilities, and build an integrated administrative building and various department buildings.
2. Establish integrated academic program system:
Promote the establishment of integrated academic program system according to the legislature and amendment of the University Law. Cadets select an academic program to study after enrollment, and be conferred the degree in order to supply the needs of the Navy for human resource.

C. Developmental Focus and Strategy
The Academy sets down its key development strategies and specific plans according to the aforesaid goals and objectives. Such strategies and plans are executed by all school units after approval:
(I) Energy Energy-filled Core Value
1. Academic system:
(1)Multi-level educational system: Cadets are recruited to a variety of classes including formal class, professional class, credit-based master class, and continued education class.
(2)Modular program system: Promote academic program system and modular program studies so that cadets enjoy greater flexibility in their studies and may know how to choose their own professional development.
(3)Integrated program system under plan: Cadets do not stream into different departments when they enroll, and they study professional programs to get the degree.
(4)Military research mechanism: Apply for establishment of the Naval Science Research Institute with ocean acoustics section and information electronic warfare section under it. This will substantially increase the academic standard and research level of the Navy's basic academy.
(5)Education capacity planning: The Academy covers an area of 30 hectares and teaching facilities include the general classrooms, specialized classrooms, laboratories, teaching buildings, quarters, library, mess halls, student union, sport center, swimming pool, stadium, etc. The classrooms have a capacity of 1288 persons, and quarters has a capacity of 988 persons. A reasonable plan of the education capacity is 988 cadets (including 10 to 15 research students each in the ocean acoustics section and information electronic warfare section).
2. Administrative support:
(1)Create characteristics of the library and strengthen library function: Establish online search system add access to local and overseas famous libraries, join membership of think tanks and database websites, produce user manual, extend opening hours, build snack kiosk, organize library week activities.
(2)Professionalism in education administration: Open the education administration program, credit-based education program in collaboration with the Kaohsiung Normal University to boost professional ability of the administrators.
(3)Digitization of administrative work: Establish education administration information system, which includes teaching plans, regulations, cadet result enquiry system and student affairs system, online administrative work, etc.
(4)Stress administrative ethics and set down the code of administrative ethics.
(II)Characteristics Professional competitiveness that rests on key characteristics.
1. Environment and facilities:
(1)Overall planning of the campus: sectional construction by departments in the overall campus design (Not easy to move and precision equipment is located at original laboratories.)
(2)Improvement of teaching facilities:
A. Medium and long-term hardware and software investment as the planning core
B. Construct teaching database and network transmission system.
C. Establish meeting administration system, decision-making information system and distant learning system.
(3)Exquisite sports park:
A. Plan to build an indoor standard swimming pool.
B. Install indoor/outdoor rock climbing facilities.
C. Integrated stadium and basketball court
2. Teacher qualification:
(1)Strengthen teacher qualification structure: Adopt stringent recruitment procedures and set down minimum requirement on teachers' performance. Teacher qualification has to consider the needs of the five departments and general education development and should be able to reinforce the Academy's characteristics in ocean acoustics and anti-submarine warfare, electromagnetic detection system, command chain and vessel dynamic system, etc. Moreover, fleet-land exchanges among staff and instructors will be strengthened in order to introduce quality brigade cadres and make an effective incorporation of new experiences and new ideas of the fleet with military education.
(2)Improve teacher quality and standard: Enhance the Academy's teacher qualification in a gradual way by improving teaching and research environment, adjusting teacher qualification structure, realizing teacher promotion, strengthening teachers' service evaluation, increasing cadet quality, etc.
A. Continue to educate officers for the PhD degree in naval profession and send candidates with PhD degree preferentially to the Academy to maintain the source of educators.
B. Improve research environment and plan to establish the Naval Science Research Institute and the teaching research building in order to provide teachers with assistant research manpower, encourage teachers' academic research activities and substantially improve the existing teaching and research environment.
C. Emphasize teachers' benefits. Study the professor's research leave system and organize full-time teacher's social activities.
D. Incentive will be given to teachers in order to encourage the publication of academic essays. Encourage educational research and further study. It is also planned to draft a teaching improvement, teaching materials development award scheme. Encourage teachers to engage in research and seek promotion by offering pragmatic encouragement to promoted teachers.
E. Evaluate teachers according to the diversified assessment methods proposed by the Ministry of Education. Make annual evaluation of incumbent teachers on integrative basis with respect to their teaching, service and research. Unsuitable teachers will be eliminated in this way.
F. Suggest to the headquarters to fill military teachers' vacancies on a "preference to qualification" basis. That is, those with PhD degree (assistant professor) may all be transferred to captain teacher vacancies, and preference should be given to those with higher teacher qualifications. This should replace the existing "qualification restriction" regulation, to relax the restriction on military teachers' promotion and increase human resources effectiveness.
G. Emphasize teaching ethics and set down the code of teaching ethics.
(3)Planned teacher-student ratio: Cadet recruitment is diversified, including four formal classes, one professional class and two groups of graduate master class. Assuming that there are about 800 students per year in the future and 118 instructors and teachers quota, the planned teacher-student ratio is 1 to 6 With the small-class teaching, it is expected that student quality will be raised, and it is beneficial to instructors' and teachers' research activities.
(III) Excellence Excellence-pursuing Campus Total Quality
1. Curriculum and teaching:
(1)STS modular teaching: After discussion of various teaching departments, STS modular curriculum and teaching system. Relevant teaching materials (plans) are developed and relevant special research and experiments are conducted.
(2)Enhance teaching quality: Implement curriculum filing system. Pre-teaching preparation includes teaching plans and teaching overview, etc.
(3)Daily military education: Draft a daily military education self-learning curriculum that enables cadets to learn by themselves, with cadres' counseling. Then seniors will lead juniors in extending the teaching effect after considering the implementation result.
(4)Regular teaching evaluation: Include opening (the fifth week after start of school term) and closing teaching evaluation (after result assessment at the end of the school term). Conduct immediate teaching evaluation survey and the survey result will be provided to the instructor and teacher for reference only in order to enhance teaching effectiveness and promote a good cycle of teaching and learning.
(5)Promote distant learning: Combined with the ordained "Rules of Trial Computer-assisted Instruction," teaching materials, handouts, etc. will be produced as computer-assisted teaching websites to provide cadets with distant learning infrastructure and facilities. From "networking of teaching materials," the model will develop gradually into "synchronous and non-synchronous teaching," so as to enhance cadets' learning interest.
(6)Strict examination results: Diversified evaluation methods are developed, including oral exam, writing exam, in-class practice, group discussion, learning report, and written report, so that an objective and fair result will be obtained to evaluate the learning effect after cross-referencing of various exams. A corresponding evaluation standard should be set down for various subjects, and should be listed in the teaching overview. Furthermore, it is planned to lift up the dropout standard, so that a policy that features stringent examination and stringent elimination is achieved.
(7)Teaching administration-related plan: Perfect the curriculum design, to exert the functions of all committees and promote diversified interactive teaching, departmental teaching seminars, teaching demonstration, serial academic speeches, cadets' academic seminar and other activities.
2. Educational partners:
(1)Fleet educational consultation:
A. Brigade members are added to the educational consultation committee, so that the committee may effectuate educational consultation function that combines military practice and academic concern.
B. Review the teaching hours of all military educational courses, and adjust some hours to short-term fleet practical training. Strengthen learning effect with the intensive fleet practical, where knowledge can be applied right away.
C. Make strict execution of cadets' vessel training approval system and evaluation.
(2)University strategic alliance: According to the implementation guidelines of the Academy's strategic alliance with civilian universities, the alliance with National Taiwan Ocean University, National Kaohsiung Marine University and universities in southern Taiwan are promoted. Educational resources are consolidated and shared and regional resources include: regular visits and exchanges. Also, investment planning, teaching cooperation, cadet brigade training, integrative research projects, special seminars, library information access and inter-school student activities are also consolidated.
(3)Continuing education center:
A. Keep the effort on continuing education pursuant to the "Regulations of Armed Forces Officers Engaging in Lifelong Learning." Cooperate with famous institutes in the southern region like I-Shou University, National Sun Yat-sen University, Kaohsiung Normal University to open credit-based master programs and the Academy will open classes that represent the characteristics of the Navy: mainly on information management, ocean physics, underwater acoustics, electrical engineering, optical-electronics and mechanics, etc. This is to upgrade the overall quality of the Navy and to train a second strength.
B. It is planned to build a few classrooms for lifelong learning in the newly built research building (there is only one so far), for the use of lifelong learning classes, so that they will have a better learning environment.
C. Set up the video-on-demand playback system and produce various teaching CD-ROM. Combining with the army's MIL network, the system may provide individual officers and various school units with VOD learning facilities, and expand the teaching and learning perspective and effect.
D. According to the "Enforcement Rules of Universities Offering Continued Education," it is suggested that a "Continuing Education Center" be instituted in the Academy. The Academy's well-established teaching environment and teaching resources may then be used to open credit-based master programs, credit-based bachelor program, and non-credit-based special programs. It will be become a channel for officers' lifelong learning and the Navy's continuing education center in the southern region.
(IV) Offering New counseling system that provides all-round care
1. Counseling service:
(1)Integrated counseling work: A 4-in-1 mentoring system that concerns the teachers, brigade cadres, psychological counselors and senior graders is established. A family-like educational group is formed through this model and counseling system. This is a passing-on model where seniors lead juniors, and teachers develop close relationship with cadets. Cadets may see teachers as their role models to learn from them. It is how the "all-round education" concept is fulfilled, the "all-round care" counseling system is established and a cozy campus and humanistic educational environment is created.
(2)Homework counseling office hours, and academic counseling room: The second and fourth Tuesday of every month is homework counseling time and teachers will be assigned to sit at the "academic
counseling room" and counsel students with various academic problems depending on their learning situation.
2. Learning result evaluation:
(1)Establishing "teacher service information system," where cadets' learning situation (e.g., rated as A, B, C or D) will be posted after the mid-term examinations. Cadets may enquire their evaluation result via the network. Those with less satisfactory achievements may make appointment with the teachers for individual counseling, so that cadets' difficulties can be understood.
(2)In addition, the Academic Affairs Division will compile cadets that have poor learning results in a number of subjects and inform the cadet and refer him/her to the academic center for counseling. In the final report, not only the cadet's academic center will be listed, but also the outstanding credits he/she need to take, as a reminder for the cadets.
(3)Implement psychological, life and extra-curricular activity counseling for cadets.
(4)Strict management on the division of "teaching area" and "living area" and conduct regular review to see the effect.
(5)Healthcare service: strengthen physical and mental health education and medical service.
(6)Cadet-Academy communication mechanism: Broaden the channel of communication, including the Superintendent's e-mail, online discussion group of teaching and administration units, message board, student representatives' participation in various committees.
3. Educational achievement:
(1)Quantified indices of education: Establish quantified indices for the evaluation of educational quality, for example, network node, information education proportion, English program proportion, teacher qualification structure, cadet's dropout ratio, etc.
(2)Control of education effect: Establish a designated unit to monitor the educational quality and keep strict longitudinal investigation on graduates after they serve in the fleet in order to provide important reference for the improvement of education and training.
(3)Educational publicity and exhibition: It is prepared that an educational exhibition hall be built. A comprehensive educational documentation will be established to expand the cadet recruitment effect.

(2)Modular program system: Promote academic program system and modular program studies so that cadets enjoy greater flexibility in their studies and may know how to choose their own professional development.
(3)Integrated program system under plan: Cadets do not stream into different departments when they enroll, and they study professional programs to get the degree.
(4)Military research mechanism: Apply for establishment of the Naval Science Research Institute with ocean acoustics section and information electronic warfare section under it. This will substantially increase the academic standard and research level of the Navy's basic academy.
(5)Education capacity planning: The Academy covers an area of 30 hectares and teaching facilities include the general classrooms, specialized classrooms, laboratories, teaching buildings, quarters, library, mess halls, student union, sport center, swimming pool, stadium, etc. The classrooms have a capacity of 1288 persons, and quarters has a capacity of 988 persons. A reasonable plan of the education capacity is 988 cadets (including 10 to 15 research students each in the ocean acoustics section and information electronic warfare section).
2. Administrative support:
(1)Create characteristics of the library and strengthen library function: Establish online search system add access to local and overseas famous libraries, join membership of think tanks and database websites, produce user manual, extend opening hours, build snack kiosk, organize library week activities.
(2)Professionalism in education administration: Open the education administration program, credit-based education program in collaboration with the Kaohsiung Normal University to boost professional ability of the administrators.
(3)Digitization of administrative work: Establish education administration information system, which includes teaching plans, regulations, cadet result enquiry system and student affairs system, online administrative work, etc.
(4)Stress administrative ethics and set down the code of administrative ethics.
(II)Characteristics Professional competitiveness that rests on key characteristics.
1. Environment and facilities:
(1)Overall planning of the campus: sectional construction by departments in the overall campus design (Not easy to move and precision equipment is located at original laboratories.)
(2)Improvement of teaching facilities:
A. Medium and long-term hardware and software investment as the planning core
B. Construct teaching database and network transmission system.
C. Establish meeting administration system, decision-making information system and distant learning system.
(3)Exquisite sports park:
A. Plan to build an indoor standard swimming pool.
B. Install indoor/outdoor rock climbing facilities.
C. Integrated stadium and basketball court
2. Teacher qualification:
(1)Strengthen teacher qualification structure: Adopt stringent recruitment procedures and set down minimum requirement on teachers' performance. Teacher qualification has to consider the needs of the five departments and general education development and should be able to reinforce the Academy's characteristics in ocean acoustics and anti-submarine warfare, electromagnetic detection system, command chain and vessel dynamic system, etc. Moreover, fleet-land exchanges among staff and instructors will be strengthened in order to introduce quality brigade cadres and make an effective incorporation of new experiences and new ideas of the fleet with military education.
(2)Improve teacher quality and standard: Enhance the Academy's teacher qualification in a gradual way by improving teaching and research environment, adjusting teacher qualification structure, realizing teacher promotion, strengthening teachers' service evaluation, increasing cadet quality, etc.
A. Continue to educate officers for the PhD degree in naval profession and send candidates with PhD degree preferentially to the Academy to maintain the source of educators.
B. Improve research environment and plan to establish the Naval Science Research Institute and the teaching research building in order to provide teachers with assistant research manpower, encourage teachers' academic research activities and substantially improve the existing teaching and research environment.
C. Emphasize teachers' benefits. Study the professor's research leave system and organize full-time teacher's social activities.
D. Incentive will be given to teachers in order to encourage the publication of academic essays. Encourage educational research and further study. It is also planned to draft a teaching improvement, teaching materials development award scheme. Encourage teachers to engage in research and seek promotion by offering pragmatic encouragement to promoted teachers.
E. Evaluate teachers according to the diversified assessment methods proposed by the Ministry of Education. Make annual evaluation of incumbent teachers on integrative basis with respect to their teaching, service and research. Unsuitable teachers will be eliminated in this way.
F. Suggest to the headquarters to fill military teachers' vacancies on a "preference to qualification" basis. That is, those with PhD degree (assistant professor) may all be transferred to captain teacher vacancies, and preference should be given to those with higher teacher qualifications. This should replace the existing "qualification restriction" regulation, to relax the restriction on military teachers' promotion and increase human resources effectiveness.
G. Emphasize teaching ethics and set down the code of teaching ethics.
(3)Planned teacher-student ratio: Cadet recruitment is diversified, including four formal classes, one professional class and two groups of graduate master class. Assuming that there are about 800 students per year in the future and 118 instructors and teachers quota, the planned teacher-student ratio is 1 to 6 With the small-class teaching, it is expected that student quality will be raised, and it is beneficial to instructors' and teachers' research activities.
(III) Excellence Excellence-pursuing Campus Total Quality
1. Curriculum and teaching:
(1)STS modular teaching: After discussion of various teaching departments, STS modular curriculum and teaching system. Relevant teaching materials (plans) are developed and relevant special research and experiments are conducted.
(2)Enhance teaching quality: Implement curriculum filing system. Pre-teaching preparation includes teaching plans and teaching overview, etc.
(3)Daily military education: Draft a daily military education self-learning curriculum that enables cadets to learn by themselves, with cadres' counseling. Then seniors will lead juniors in extending the teaching effect after considering the implementation result.
(4)Regular teaching evaluation: Include opening (the fifth week after start of school term) and closing teaching evaluation (after result assessment at the end of the school term). Conduct immediate teaching evaluation survey and the survey result will be provided to the instructor and teacher for reference only in order to enhance teaching effectiveness and promote a good cycle of teaching and learning.
(5)Promote distant learning: Combined with the ordained "Rules of Trial Computer-assisted Instruction," teaching materials, handouts, etc. will be produced as computer-assisted teaching websites to provide cadets with distant learning infrastructure and facilities. From "networking of teaching materials," the model will develop gradually into "synchronous and non-synchronous teaching," so as to enhance cadets' learning interest.
(6)Strict examination results: Diversified evaluation methods are developed, including oral exam, writing exam, in-class practice, group discussion, learning report, and written report, so that an objective and fair result will be obtained to evaluate the learning effect after cross-referencing of various exams. A corresponding evaluation standard should be set down for various subjects, and should be listed in the teaching overview. Furthermore, it is planned to lift up the dropout standard, so that a policy that features stringent examination and stringent elimination is achieved.
(7)Teaching administration-related plan: Perfect the curriculum design, to exert the functions of all committees and promote diversified interactive teaching, departmental teaching seminars, teaching demonstration, serial academic speeches, cadets' academic seminar and other activities.
2. Educational partners:
(1)Fleet educational consultation:
A. Brigade members are added to the educational consultation committee, so that the committee may effectuate educational consultation function that combines military practice and academic concern.
B. Review the teaching hours of all military educational courses, and adjust some hours to short-term fleet practical training. Strengthen learning effect with the intensive fleet practical, where knowledge can be applied right away.
C. Make strict execution of cadets' vessel training approval system and evaluation.
(2)University strategic alliance: According to the implementation guidelines of the Academy's strategic alliance with civilian universities, the alliance with National Taiwan Ocean University, National Kaohsiung Marine University and universities in southern Taiwan are promoted. Educational resources are consolidated and shared and regional resources include: regular visits and exchanges. Also, investment planning, teaching cooperation, cadet brigade training, integrative research projects, special seminars, library information access and inter-school student activities are also consolidated.
(3)Continuing education center:
A. Keep the effort on continuing education pursuant to the "Regulations of Armed Forces Officers Engaging in Lifelong Learning." Cooperate with famous institutes in the southern region like I-Shou University, National Sun Yat-sen University, Kaohsiung Normal University to open credit-based master programs and the Academy will open classes that represent the characteristics of the Navy: mainly on information management, ocean physics, underwater acoustics, electrical engineering, optical-electronics and mechanics, etc. This is to upgrade the overall quality of the Navy and to train a second strength.
B. It is planned to build a few classrooms for lifelong learning in the newly built research building (there is only one so far), for the use of lifelong learning classes, so that they will have a better learning environment.
C. Set up the video-on-demand playback system and produce various teaching CD-ROM. Combining with the army's MIL network, the system may provide individual officers and various school units with VOD learning facilities, and expand the teaching and learning perspective and effect.
D. According to the "Enforcement Rules of Universities Offering Continued Education," it is suggested that a "Continuing Education Center" be instituted in the Academy. The Academy's well-established teaching environment and teaching resources may then be used to open credit-based master programs, credit-based bachelor program, and non-credit-based special programs. It will be become a channel for officers' lifelong learning and the Navy's continuing education center in the southern region.
(IV) Offering New counseling system that provides all-round care
1. Counseling service:
(1)Integrated counseling work: A 4-in-1 mentoring system that concerns the teachers, brigade cadres, psychological counselors and senior graders is established. A family-like educational group is formed through this model and counseling system. This is a passing-on model where seniors lead juniors, and teachers develop close relationship with cadets. Cadets may see teachers as their role models to learn from them. It is how the "all-round education" concept is fulfilled, the "all-round care" counseling system is established and a cozy campus and humanistic educational environment is created.
(2)Homework counseling office hours, and academic counseling room: The second and fourth Tuesday of every month is homework counseling time and teachers will be assigned to sit at the "academic
counseling room" and counsel students with various academic problems depending on their learning situation.
2. Learning result evaluation:
(1)Establishing "teacher service information system," where cadets' learning situation (e.g., rated as A, B, C or D) will be posted after the mid-term examinations. Cadets may enquire their evaluation result via the network. Those with less satisfactory achievements may make appointment with the teachers for individual counseling, so that cadets' difficulties can be understood.
(2)In addition, the Academic Affairs Division will compile cadets that have poor learning results in a number of subjects and inform the cadet and refer him/her to the academic center for counseling. In the final report, not only the cadet's academic center will be listed, but also the outstanding credits he/she need to take, as a reminder for the cadets.
(3)Implement psychological, life and extra-curricular activity counseling for cadets.
(4)Strict management on the division of "teaching area" and "living area" and conduct regular review to see the effect.
(5)Healthcare service: strengthen physical and mental health education and medical service.
(6)Cadet-Academy communication mechanism: Broaden the channel of communication, including the Superintendent's e-mail, online discussion group of teaching and administration units, message board, student representatives' participation in various committees.
3. Educational achievement:
(1)Quantified indices of education: Establish quantified indices for the evaluation of educational quality, for example, network node, information education proportion, English program proportion, teacher qualification structure, cadet's dropout ratio, etc.
(2)Control of education effect: Establish a designated unit to monitor the educational quality and keep strict longitudinal investigation on graduates after they serve in the fleet in order to provide important reference for the improvement of education and training.
(3)Educational publicity and exhibition: It is prepared that an educational exhibition hall be built. A comprehensive educational documentation will be established to expand the cadet recruitment effect.
